hi
i am currently doing phd in agriculture economics(last year) and more than 10 yrs experience in related field. have ielts score of 7 in all band

am i application for pr

As far as occupations go Sujan, you're probably confined to applying under Agricultural Advisor or Scientist and you can have a look at those and for any other category that could suit @ A-Z Occupations List - Australian Skills Recognition Information

The first step in any skilled immigration application is having qualifications for a particular occupation assessed and links for that via above link.
With that you can then look at either an independent visa application or an employer sponsored visa - follow links from Workers - Visas & Immigration , the independent approach being points tested you can find under eligibility sections when you get to the 175/176 visas from Visa Options Heading.

Currently there are a number of changes in regulations still to be fully developed and the independent application route for many occupations could take many years unless you can get priority through the State Migration Plans [ yet to be developed ].
You can read all change details anniunced to date @ What's New? Recent Changes in General Skilled Migration , there being quite a few and I've summarised key ones in a Sticky thread at top of this section.

The alternate would be to see if you can find an organisation through which to get an employer sponsorship, and that'll mean you doing some searching of relevant organisations, the CSIRO perhaps being one to start with, and then even Australian Farmers Federation may have some links.
