I have to apologise, I have gone back to the form and now cant see where it says you have to be a permanent resident to apply, mmmm sure I saw it yesterday when I downloaded the application, maybe I selected the wrong form yesterday. So humble apologies and hope I haven caused any confusion for anyone.

Ah now found the form I looked at see attahced link, it said this was the form you needed to registar relationship, then you hit the problem re residencey, I have emailed them and asked if visa e676 with an address in Vitoria for the time visa valid will suffice, I will tell you outcome.

This is the form I referred to Wanderer, maybe I am looking at the wrong form...

Sometimes it is a bit stupid when you desire an outcome to make a query in a negative way.
If you have a partner with a Victorian address and are staying there and can provide the documents indicated to support your residence, that will have you showing compliance.
