There is a special section on the Immi site if you have not already looked - Working in Australia as a Doctor - Doctors and Nurses - Workers - Visas & Immigration
That may have some information.
The immigration department does not approve of people coming into Australia on other types of visas with the specific intent to look for employment and if you for instance put that down as a reason on a tourist visa application or an arrivals card, you would likely be refused entry, just as you could if you were the subject of a random customs search and it was revealed you were carrying documents that could be considered as supporting a desire for employment.

You can however apply for a tourist visa if your country is not eligible for an ETA - Electronic Travel Authority (ETA) - Online Applications and there is nothing illegal about visiting to have a look at different areas of Australia nor once here if your look was to include medical clinics that is up to you.
Best to just keep that to yourself and if you want reference to documentation, have it available online.

On a tourist visa it is also even allowable to do some short training courses and if you wanted to study english in an english speaking environment, you should be able to arrange that.
I do not know for sure whether it is allowed [ and can see no reason why not ] but it may be possible to find a larger medical clinic or even a larger hospital where you may be able to be present in an observing role and be in communication with doctors and so advance your english language ability as pertains to medicine.
