Can I change a tourist visa to a partner visa

Hello,

My fiancee is currently in Poland, I have dual citizenship and am currently studying in Australia. We would like to be together as soon as possible and don't want to wait for approval of the prospective marriage visa. Is it possible for him to travel here on a tourist visa, and then we can get married and apply for a partner visa. If so what tourist visa. I would be really grateful for any advice as I am lost in all these immigration, visa websites

Unfortunately for you, it might be that you'll have to await processing of the PMV for though your fiance may be able to get a tourist visa, it is highly likely that the tourist visa could have a No Further Stay condition on it which would prevent him from applying for a further visa.

You could still have him come out on a tourist visa, get married and then take a trip over to New Zealand to lodge a partner application there, about $800 cheaper too, so covers the airfare for a honeymoon.
I know of one person who submitted an application in NZ the day after arrival and had the visa the same day, but not to say it would always be so quick and you would want to have a very well prepared application with all supporting documents to have a chance of it.
But put the application in and plan on a couple of weeks honeymoon and have a mobile for contact and you never know.

Worst that can happen is to return on the tourist visa and then have to leave again when it expires or the partner visa is ready for granting.
You can get tourist visas for 3, 6 and 12 months, so a longer than 3 months one might be best.
The downside is that your fiance would not be able to work until he had the partner visa.

Alternately, if he has good skills and can find an offer of employer sponsorship, he could take a trip to NZ and then submit an employer sponsored visa 457 application, return on its grant or he may even be able to return and have that one granted in Australia.
Once he had one of those you could get married or if already having done that, he could submit the partner application in Australia.
