This date should be the date you last uploaded your police check or the date your medical results were uploaded by the clinic whichever came through last. A letter to explain what's caused the delay is recommended which you've already done.

Applying 801 manually means you will have to lodge in an application for it the same way as you lodged your 820 visa in your immiAccount. You basically have to provide evidence of the 4 pillars, 888 forms for the recent 2 years, a stat dec from your sponsor and an updated AFP checks for both of you. No medical is required. Please visit the DHA website and search for "subclass 801", there's a step-by-step application guide in the detail page just like the one you see in subclass 820 visa details.

Thank you so much for your help. Basically my last 3 forms of 888 were uploaded just October 2020. Both our AFP are current only my husbands stat dec isn't. He wrote it when we applied the 820.

Then it looks your husband's updated stat dec will be the last thing to upload if you were gonna have to apply manually. But I do hope you'll get a double grant. Just make sure you upload some more evidence each month until your application is finalized. Your CO might also request any missing evidence if he/she intends to grant you both visas in one go, you should get a request letter specifically telling you this intention and the list of additional evidence to submit. If you don't hear from them that means your application is decision-ready and it's a gamble as to whether they will grant you one or both. Good luck! :)

As I followed your confirmation to click that "i confirm----" this morning. I just checked my immi account just nowand it is now state further assessment. Oh my here's hoping a positive result. I will let my husband write his stat dec tonight and hopefully i can attach it tomorrow.

"Further Assessment" indicates you're on the right track for a grant hopefully soon.
I'm not sure if it's relevant to upload the stat dec at this stage because that was supposed to be submitted when applying for the 801 separately. But I guess it doesn't hurt to upload one now and if necessary, upload another later if you didn't get a double grant.

If I understand correctly you're suggesting to continue to upload evidence (such as travels?) into our immiAccount even when not asked to as in being proactive instead of waiting for the department to ask us more evidence?

If you're fairly confident with your evidence for the 4 pillars throughout the entire de facto relationship, you do not need to upload any more evidence collected prior to lodgement unless you found something that can help strengthen your evidence significantly.

The evidence me and Beach21 were talking about is evidence collected after you've lodged your 309/820 as proofs to show that your relationship is continuing while you're waiting for a decision. In some cases, it might take up to 24 months to be processed, if the case officer sees proofs of a continuing relationship, he/she will most likely grant you both visas at the same time which will save you plenty of hassles from lodging your 100/801 visa separately.

But this will only happen to couples who have 3+ years relationship prior to lodgement or who have waited almost 24 months for a visa decision.

My wife and I applied submitted her application in June 2019. We used a RMA.
Have just been requested to supply medical and police checks so first contact from the Department in about 18months.

Can I assume our application is coming to a decision if medical and police checks have been requested?

Also at time of application we had already been married for 2yrs 11months and 24days. What are the chances we might get granted both the 820 and 801 at the same time?

Thank you for the detailed answer and I think it's a good way to proactive and tilt the odds in your favor as it wouldn't hurt to ass more evidence showing to the officer that you are still in a relationship especially like you when sometimes processing takes up to 24 months. A lot of things can happen in 2 years!

You mentioned the 4 pillars of the de facto relationship. Can I ask you which are they?
