I think something must be wrong with your application, do you submit all documents/ papers as it is in the website when you make the application?
i am from Nigeria and my PMV took 16 months but they receive my application for 820/801 my post on 18 July, 2014 Friday and my Visa was Granted on 21 st July, 2014 Monday, same Sydney office same Africa and from PMV. Please try and call the office something must be wrong with the application so that they can correct it for you.

) So happy and what a great Christmas gift

I've applied at the beginning of March '14 and I submitted a decision ready application and no further docs were requested...

Bumped into a friend that applied online in March 2014, and has just received a case officer. Goes to prove that online applications are getting dealt with significantly quicker than the paper ones.

14 months, 23 days and waiting.....hopefully not long now!

i understand how frustrated you are right now. online applications getting way ahead while the paper applications are still waiting......
i felt exactly the same way

today is exactly 14 months since i've submitted my application

i guess all we can do now is just hope and pray hard a miracle will happen before christmas (although i know the chance is getting slimmer by the day) or at very least, they will prioritize us as soon as the holidays are over. we will be the first batch to get their 820 considering how long we have waited!

don't lose hope. that is the only thing left for us still waiting....

I applied by paper and I was given a case office the same day my application was delivered
