There are a number of aspects to do with skilled immigration for which changes have been announced eDDle, some already implemented such as the revoking of MODL.

Other changes such as revoking of the CSL and review of the SOL in conjunction with development of State Migration Plans are to occur by sometime later this year though an exact date has yet to be specified.

There are also to be some transitional arrangements to be announced, mainly in respect to the above and for the time being applications made prior to changes will be considered under existing regulations.

Have a look at the link in the sticky thread to read of full changes so far announced.

In our case it is about a spouse visa and we were told by visiting (!! is this a common case, to visit aplicant unanounced, in their home - what would be a reason for this, anyway!?) embassy officials about the oncomming changes, but nothing clear as to what change and what will it afect.

-first of july was presented as the date of the change, not sure for what reason either, was it to create a sense of urgency or some sort of deadline, as we have nothing to finalise by then or by any date as the last thing that is in process and is out of our hands.

We are mystified.
