Cetrifying IELTS and ACS Reports

I am preparing my PR application. Do I need to certify IELTS and ACS assessment report?

Immi advise unless otherwise specied such as with medical examinations to provide certified copies of documents for inclusion with applications.

Whats is the need to certify IELTS and ACS reports as their validity can be verified online and are issued by Australia itself. Each attestation costs me around 15US$

I do not bother with what Immi's need is but just comment on what they advise.
There are different processes if you're lodging your application online or if you're lodging a paper application you can ask the question of Immi direct via their enquiry provisions - Contact Us - Department of Immigration and Citizenship

Immi's thinking could be that they do not want to deprive applicants of original documents if for some reason you may want to access them in future.

And then where an organisation has a process developed, anything that is a departure from the norm may just lead to visa application processing not being normal; Immi being an organisation a bit like an army where there's rules and regulations to help keep thousands of recruits in line.
