Visa under State Sponsorship

I will be getting my PR under ACT state sponsorship soon. After getting the PR, how soon should I move to ACT? Is it necessary that after my first visit I should be there for 2 years? I do not want to quit my job, instead visit ACT for 3 weeks, do some ground work, meet placement agencies etc and then return to my country. If I really get a job by then, I can quit my current job and move to ACT. Can I do that?

You'll get an enter by date stated in your visa grant and it is acceptable with standard visas that people do make what are called validation trips, ie. a trip to Australia that activates and validates the visa.

As far as I know that is usually done for unsponsored visas and the answer to what will happen with a sponsored visa is that is it is uncertain.

On the one hand when a PR visa is issued, it is permanent and I doubt you'll find the Immigration department cancels too many permanent visas and if you let the ACT department involved with your sponsorship know of your plans it may not be a problem.

The down side as far as possibilities is if Immigration are reviewing the overall system as far as effectiveness and it is recognised that there is a larger misuse of the state/territory sponsorship in manipulating regulations and they do decide to do something about it.
That may be unlikely given that regulations are being reviewed right now and there will likely be more focus on new developments than past events.

What could be more likely is that in the event of your absence from the ACT being a lengthier period, they [ and other states ] in reviewing sponsorships may report annually on numbers taking/not taking up residence and visa applicants could find themselves on something of an action list, but all a bit hypothetical.

The reason why I say above it is uncertain what may happen, is that you'll never get a concrete word out of Immigration until an assessment, a review or a decision is made though you could do little harm I suspect in making a well thought/worded enquiry of Immi - Contact Us - Department of Immigration and Citizenship

Perhaps the worst that may happen is that after an initial entry and departure you could be advised of a date by which you were required to take up residence but my gut feel is that would not likely happen and in fact your validation trip would be considered just that as they are for unsponsored visas.
