You'll find regions listed on http://www.immi.gov.au/skilled/gener...migration/475/ but you'll also need to check state nomination lists to see if they have your occupation listed, state/territories info via links @ Skilled – Regional Sponsored (Provisional) Visa (Subclass 475)
There are also significant skilled visa regulations changes being introduced within next few months so have a good read of those re 8 Feb. announcements on the What's New link - Skilled – Regional Sponsored (Provisional) Visa (Subclass 475)

Effectively, there will not be a lot of priority for other than Employer Sponsorship or State Migration Plan visas and the latter will not be released for some time yet.

Thanks for the reply.but SA list of occupation shows my occupation(migration.sa.gov.au/sa/migrate_from_overseas/visa_options/gen_skill3.jsp#Updates ),but they rejected my application as it need ielts 6 in each component.
it is not clearly mention in list of occupation weather they need 6 in each or average 6.

Unfortunately you do often have different standards with state requirements to the federal government that controls immigration.
It seems that though immi have the concessional english standard it is something that states may not bother with and something that'll not easily be changed.
You'll just need to check out each state that has your occupation listed and see what their IELTS requirement is.

If you go to the states lists to check which will be applicable you may find on their sponsorship application forms what their requirements are.
