These things always seem to overrun on time with governmment departments unless it is the tax office and a new tax introduced so other than that I expect DIAC may have a target of sorts to get the list out well before the start of the new financial year, it'll also depend on the Skills Australia mob [ an offshoot of another government department ] have performed in what they have come up with and then also seeing as there is the new State Migration Plans to be announced [ likely to be some interlist considerations ] and that heavily involves the states, it's a bit of a stack of bureaucracies.

DIAC do not actually set the SOL themselves but they'll certainly have a say in how things will dovetail together, especially seeing as the Minister has to approve the SMPs.

But if you have an application ready, the existing SOL will be applied as is until the new SOL start date is announced, irrespective of when it is announced and if an occupation is not on the existing SOL it'll not likely be on the new one.
