If you email back the people who are advising re testing and ask about need for tools, I'd expect where they conduct tests will be somewhere like a college and tools may be available.
If not and they can advise of the college, perhaps the college will know of some local companies where tools could be borrowed from and so dave having to take them in the plane, but then as long as they are very clean with no oil or other inflamable residue, some tools should be able to go as luggage, but check with the airline.
Thanks for the quick response

Dear kusum,
The venue for practical assessment which I attended was Industrial Training Institute , (Govt. ITI) , Balasaheb Thaurwadi, Mithaghar road, Mulund (East), Mumbai-400081. When I took the exam there were 4 candidates ( Re taking the assessment) and they said they undergone their first assessmesnt at the same venue. To my knowledge , VETASSESS conducts practicals for R&AC at the same venue as they have agreement with the Maharashtra government . But ,it is better to recheck with vetassess and they always respond positively and immediately.

This ITI has a big R&AC workshop equipped with all kinds of tools , and they allowed us to use them. The 4 candidates who came for reassessment brought no tools except work shoes and overalls. I saw them resquesting each other for tools . In my opinion the minimum tools to be carried are clamp meter, multi meter, tester kit, plairs (bullnose and long nose)., tube cutter with pipe reamer, small and medium adjastable spanners. I think these can be allowed in airllines, but better confirm with them.

When you book for practical assesment vetassess will send you candidate information kit ,which details about tasks and required tools. Whatever the information you need you can contact VETASSESS , and I did the same.
Have you booked fo practicals in August 2010?
