Spouse visa 309 query

Hi,
I am from Australia and sponsoring my wife in Cambodia. Application was lodged on Feb 20 something 2010. I had email and contacted the Immigration in Cambodia about whether they need any other documents and also when my wife visa will be grant. They Immigration reply all documents is completed and ready to finalise but at this moment the visa yearly planning is full, therefore I have to wait till July but not sure what date. I am just wondering what does the visa yearly planning full mean? If it is full then why many other applicant visa granted recently to enter Australia to re united with their family?

Please advice. thank you.

A government budget runs from July01 to June 30 the following year and so at the moment if they are up to the full budgeted number, they can not keep processing next years to grant stage until July 01.

By stating their yearly planning is full, they will mean that yes there will still be some visas at various stages of progress and to be granted will get them to the budgeted number. That will also include visas that have been granted recently.

How do we know or find out what they said is true about the planning period is full?
However if you view in the Visa timeline thread, you will see for example of a copy and past of a member posted thread.

Nationality: Canadian
Visa type applied for: Spouse (de facto) Temporary Visa (Subclass 309) and Permanent Visa (Subclass 100), Offshore application
Area migrating to: Melbourne

Police Check: Sent with my original application
Medical Check: Requested on 08/04/09, completed on 22/04/09, received by Ottawa on 29/04/09


TIMELINE
16/03/09: Sent application to processing centre in Ottawa
20/03/09: Application received by Australian High Commission in Ottawa, case officer assigned.
08/04/09: Letter received requesting medical check and passport to be sent to AHC in Ottawa.
22/04/09: Medical complete.
29/04/09: Medical information received by AHC in Ottawa.
07/05/09: Passport sent to AHC in Ottawa.
12/05/09: Passport received by AHC in Ottawa.
20/05/09: VISA APPROVED!!
25/05/09: Passport received by me with visa sticker!!!!


* Note: I didn't receive an email notifying me of my visa being approved, I found out today (25/05/09) when my visa arrived back to me by mail.

If you go through the timeline thread you'll find plenty of variation and that's likely because of the local/regional processing factors.
There's even one post there about being told there'll be a wait until new financial year.
Re truth being told
therefore I have to wait till July
That might be on the money but then there's a full moon a rising!
