If you are referring to ENS/RSMS ; applicants can be inside or outside Australia at time of application and at time of decision.

Add the family members to the visa or make a combined application ? In the case of a combined application the primary and secondary applicants can be in different locations. Offshore applicants would not be granted bridging visas though.

Would be this apply to temporary transition rsms visa application? Could dependent family member offshore who is not holder 457 visa can be a secondary applicant for temporary transition rsms visa?

Thanks a lot
