Start reading @ Family - Visas & Immigration and unless you're eligible for an ETA you can not expect to get a tourist visa with a No Further Stay visa.

Well , you can come here with Dependent Visa or Student Visa as tourist visa most of the time have a condition like no further stay.

If you come on dependent visa and your husband is a permanent resident you can work full time.

If you come with a student visa you can work 20 hours but immediately after arrival you can change your visa to spouse or dependent visa or temporary resident visa and you can work full time.

finally, you need to call AUS highcommission in your country about the documents or you husband,,,, he should know all these ...
