Please Guide me

I am on a BVE coz my apllication was invalid. At the moment there are many visa options I cannot consider due to the BVE status.

- Isn't it the duty of immigration to inform applicants about the invalid visa application so that we can re apply for a valid one.
- What visa options can we apply for on a BVE.
- I was informed by a migration lawyer that OTV 442 visa can be one of the options.
- how long does it take to get a refund after the form is filled and posted.

Im stuck even though my twin is a citizen here. Can someone help.

The Bridging Visa area is probably best one for an immigration lawyer or agent as forums discussion usually is on the more straightforward visa matters for which information is more readily available on the Immi site and with which more people have direct experience.
From what I can gather from http://www.immi.gov.au/allforms/pdf/1005.pdf , are you waiting on an appeal or was a BVE granted to just give you time to leave Australia?
When a visa application is considered invalid and Immi reject the application that is in itself notification and whether you are able to re- apply or not will be like any visa application be dependent on you meeting the requirements to apply.
The OTV has requirements of someone usually being overseas or having been on a student visa - Occupational Trainee Visa (Subclass 442)
If you have applied for a visa and the application has been rejected, getting a refund is not normal and certainly something that would not often occur I expect.
Without knowing more of the background, ie. what visa you were previously on, which one you have applied for and other family background it is difficult to discuss the situation.
