Visitor visa streams

Does anyone know if it makes a difference which stream a visitor visa is applied under? I know there are 4 streams available as per DIBP and 2 of which are available to apply to in India - tourist and business. Now if someone is applying for a visa to give an exam in Australia (required as part of a recognition process for immigration), which stream would that fall under? From the info on the immi website it looks like it would be tourist stream (as business stream asks info about the persons business) but the local Australian Hugh commission website says exams come under business stream.

Has anyone applied for exams in Australia before or can clarify?

I would normally say a tourist stream as you can study for less than 3 months. However different DIBP posts overseas can have their own different requirements and I would contact them directly and see what they prefer.
