Process and Documents to get 176 PR

Hi, I am currently preparing a guide for completing 176 PR application. The following is what I have outlined, can anybody advise those are the only process we have to go through?

1) IELTS test
2) Skill assessment - For engineer, it is CV, Certified copy of degree certificate, transript, and passport.
3) Police clearance from original country
4) Police clearance from Australia country
5) Submit online application to State sponsorship webiste, in my case it is WA migration website.
6) Wait...
7) Get the result.

Are those all correct?
Do I need to go thru health check?
Do I need to lodge another application in Australia main immigration website?
