Question ACS or Engineers Australia

Hi,
I am a BE in Electronics and Communication and i am from India.
I would like to apply for General Skilled Migration.

I have a total of 5.10 Years of experience.In that first 22 months i worked as telecommunication engineer (optical fiber networking),next 10 months as Network planning engineer(optical fiber planning).rest of the months i worked for a Software company,doing testing of Telecom hardware and telecom application such as OSS/BSS and NMS/EMS.

Now i am confused on skill assessment .ACS or Engineers Australia.More over i could find Software tester code in schedule 4,but i could find it in schedule 3.

If you see my total experience i have 32 months working with service providers on the telecommunication network and 39 months in the software industry doing testing telecom hardware and telecom applications.

Please suggest a skill assessment.

You really need to make the decision for yourself on what career you are to follow and then decide whether you can have your qualifications assessed for that, the ACS having some requirements for specific experience to go with non IT qualifications to get an assessment.
Likewise a Skilled immigration application has a requirement of 12 months experience within the last two years though that can be in a more general sense.
You are in the best position to adjudge what you will comply with.

As for the difference between the SOLS, #3 is more a core list of skills whereas #4 allows some scope for states/territories to include other occupations that may be in demand.

But this is contradicting to what wanderer says. "Skilled immigration application has a requirement of 12 months experience within the last two years though that can be in a more general sense."

My last 37 months work experience is related to Software Testing.Then How can i apply for EA

It is not necessarily contraducting for you need to have a look at the eligibility section wording - Skilled – Independent (Migrant) Visa (Subclass 175)

So you could have a qualification assessment for one occupation and your experience in another though it could get difficult if your proof of that experience requires you to also have an assessment in the other occupation.
My opinion is that it would be a far clearer path to first see whether you can get an assessment for the occupation in which you are actually working.
