You can make visa applications and then submit health and character checks when requested to do so but you would run something of a risk in that for you'll still need to return to Ireland by the sounds of things, get the bench warrant sorted and then apply for the police check, all of which could take some time and that may stretch the allowance given for time to submit.

hi thanks wanderer as you can imagine im really at panic stations ...i have only two weeks left on my eta . i have partially completed my medical . as i stated earlier i have to add a pshyciatric report to this .. im so stressed as i was a mess in ireland and had no future untill i met my partner and have totally turned my life around .. we have been together three months in ireland and nearly a year here .. i would be completly devastated if we have to part ..not only that but i have nothing and nowhere to go back to in ireland .. i was hoping that if i spoke to immagration that maybe they would allow me enough time to sort this ... sorry for going on and spurting out my life story .. but as you can imagine this is so gut wrenching ..

They will make allowances and it will just be best to keep them informed of where you are in the steps necessary and it seems your best choice may be to get your application in at the same time as making plans to return to Ireland and hope that gets sorted as soon as possible.
Still a risk but all you can hope to do is minimise it.
Immi will not so much be interested in discussing why it will take longer to submit your police check prior to making an application but if you are back in Ireland sorting it out when you receive a request, then you just keep them advised or you may find you've sorted the bench warrant out and have the police check on the way.
