How can I start

Hi,

How can I start the permanent immigration process to Australia? I checked the immigration website and I found that I need to pay about $ 2,500 at the start of the process. I am from Middle East and I reside in US for the last three years. Iím working on my PhD in Industrial Engineering. So do I need the ILETS test. I am 33 years old and in three months I will turn 34 !!!

You should start by having a read eligibility and other details for skilled immigration starting @ Professionals and other Skilled Migrants - Workers - Visas & Immigration
and check out the SOL and What's New Link re processing priorities.
English language ability is one part of the eligibility requirements and applicants from countries where english is the normal first language get a basic 15 points and there is also some criteria like if you have studied at a tertiary level for five years it may be, you can also get 15 points but to get the 25 points an IELTS result is required.
As well as doing that you will need to have qualifications assessment and see how you go getting sufficient points.
And yes all visa applications require an application fee to be paid.
