As long as you have evidence to support your relationship, just about all visas have provision for a secondary applicant, that being a partner.
If it is an employer sponsored 457 , you will see online links via. Employer Sponsored Workers (e457) - Online Applications

One thing you and your partner both need to be aware of is that a 457 is a temporary residency visa and is reliant on the holder keeping employment with the sponsor or another.
If he has appropriate qualifications and experience, he may wish to ask them about sponsoring for PR and there'll also be a secondary applicant provision.
An employee has to be prepared to indicate they have a position which would be for a minimum of three years but the commitment between employee and employer re staying with the employer is entirely a matter of negotiation between them to set an employment contract.
If anything happens, with PR, the visa holder is free to remain and go wherever they like.
