Can I apply for 176 offshore visa while I'm on my student visa

Hi everyone,

Please,can someone help me?
I'm on my student visa in Australia,subclass 572,(course commenced in September 2010) , and I'm wondering can I apply for 176 offshore visa while I'm studying in Australia.My occupation is Chef (I have TRA) and my plan is to apply for state migration sponsorship,and if I get one, then to apply for 176 visa?

You can apply for offshore visas while you are onshore but for a visa to be granted you need to take a trip out of Australia.

How does one know if he should leave Australia for the visa to be granted? Does one receive notification that visa is about to be granted and that won't be released until the applicant goes out of Australia?

That is the normal approach though Immi are not obliged under the regulations to do so.
