Question TR 676 to Bridging Visa A

My friend applied for offshore PR GSM and later visited AUS on tourist visa...can he apply for Bridging Visa A, is TR 676 substantive visa for BVA ?? Can BVA allows to work & study with no restrictions to PR applicants ?

Tourist Visas can have what is called a No Further Stay condition applied meaning no further visa can be applied for onshore.
If someone has applied for an offshore visa, then no bridging visa is applicable for that and for the visa to be granted they need to be outside of Australia.
When bridging visas are applicable which is between when one visa has ceased and another visa has not yet been determined, the bridging visa will only normally allow the conditions of the ceased visa to continue.
