Subclass 476

I have recently moved to Australia and needed a bit of help. As I am not entitled to Australian Medicare what is the cheapest and best private medical cover I can buy?

Also I am looking forward to apply for Subclass 190/189 and have got the following questions with regards to it:

1) I have got a sister and she is a PR holder living in Melbourne. She is currently not employed and staying with her partner. Can I claim sponsorship points because she has PR?( I have got overall band 8.5 in IELTS but with 7.5 in writing..and achieving overall 8 awards full points and makes me eligible for PR as I have got 2 years experience in Civil Engineering with a Masters Degree, I dont want to retake IELTS if I can fill the points using my Sister's PR)

2) I shall submit my application for EA for skills assessment under Civil Engineering and a bit confused as to how I need to draft the application. Any help from Civil Engineers who have been through this process shall be much appreciated.

3)(Most Important one!) I am nearly done on my Canadian PR(75% processed) . I am bit confused If I should be opting for Australia over Canada or vice versa I have been to Toronto before coming here and found the weather and people a bit weird :/ and people gave a perception that jobs are scare in Construction. Is it the same for Australia?(I have worked in the UK for over 3 years in a Bank and worked in Pakistan for 2 years as an Engineer..I am really passionate about perusing Engineering as my career and was the whole reason for my move to Australia).

As far as I know, the only visa that allows you to claim points for PR family members is the 489 in which case your sister would need to live in a regional area, and Melbourne isn't a regional area. So you may need to retake the IELTS to make up the needed points.

I'm not sure about the skills assessment process as I didn't need one for my visa, so hopefully someone else can answer that question.

As for Canada vs. Australia, it'll depend on what you like and want. I certainly don't consider people from Toronto to be weird, but maybe that's because I'm from Toronto.

Thank you for your reply.I think in subclass 189 I can claim my sister's PR points. I'll give its booklet a thorough read but I am a bit apprehensive at the moment as they are considering to remove civil engineering from the occupation list :/ I better proceed with the application without wasting any more time.

Apologies as I didn't mean that in a rude way its just that the people I came across during my visit were not that courteous and tried to scam me :/ But generally speaking it is a very friendly country. I believe Maggie you are Canadian so you might be the best person to answer this question. how would you rate Canada against Australia? (Jobs, career, lifestyle and quality of living?) thanks in advance
