Next year points system is changing and according to the current system your chances are bigger. Besides, next year you will not be able to sponsor your brother (not sure if you will be able to sponsor this year either). The rule is - do not leave until tomorrow what you can do today.

The offshore skilled visas are the 175/176 and then there are employer sponsored visas too but getting an employer to sponsor is not the easiest task.
Have a look at eligibility requirements via. Visa Options – Professionals and other Skilled Migrants – Workers – Visas & Immigration and under eligibility you will see requirements for dependants to be secondary applicants on an application but as Dexter indicates that would not normally include a brother and you would need to be able to prove his total dependence on you if at all it is possible.

As Dexter indicates, the eligibility assessment is changing next year and details are on the What's New Link from above page along with announcements on State Migration Plans which have a higher processing priority.
You can compare current eligibility assessment with what it will be with the changes and you also should be aware that if you include your brother and he is rejected as a secondary applicant your total application is rejected.

I'll move this thread to the Visas & Immigration section.
