Married, but only want to live part time in Australia.

Hi, my partner and I will be married in Thailand and as a married couple we plan to live some of the time in Thailand, some of the time in Australia and time apart. My partner is not really wanting to become a permanent resident of Australia, however may want to say up to 12 months on occasions. Would she be able to successfully apply for a 309 Temporary visa?
