New WA State Migration Plan

Hey everyone

My friend has been approved for state sponsorship for Wa in the old system but now the new plan has come out - do the new rules apply to him? The 10 years work experience ? The old system was only 1 year or something. He has been approved for sponsorship, in the past system.
So should he just apply - to DIAC and then see.

Also is it possible to apply for another visa while you are waiting for one?
Like if we wanted to apply for a partner visa in that time.

I would appreciate any answers on this. Answers to any of the questions.

Have a look at the FAQ on SMPs and Priorities via # 4 &6 on What's New? Recent Changes in General Skilled Migration
There is a reference to existing visa applications being considered with the priority that an occupation on a SMP may accord though there coulkd be some conflict between Immi and State intentions.
Another visa can be applied for while one is being processed, another fee to be paid as well.
