Visiting Australia After GSM Application?

The short version of my question here is:
Can I travel to Australia after applying for GSM visa 175?

To describe my situation I am about to apply for visa subclass 175 and currently based in New Zealand on a Working Holiday visa which will expire in April. Once I apply for my Australian GSM Visa, will I still be entitled to travel there on a holiday visa?

Looking over form 1119 regarding general skill migration
"Note: As the following General Skilled Migration visas are ‘offshore’ visas, this generally
means if you (and any dependants included in your application) are in Australia, you can
apply for one of these visas but you must be outside Australia when your visa is granted."

If it will be possible to travel to Australia whist application is be being processed; in regards to the above statement "must be outside Australia when your visa is granted."
How will this work if I am traveling in Australia?
Will I be notified of a pending decision and advised to leave the country to receive result of this decision or will this decision be made once I have left Australia of my own accord?

Thanks in advance to any repsonce, much appreciated.

Kind Regards.
Danny.

Though there is no obligation under the Immi regulations for Immi to advise people Danny, what does usually happen is that if people have applied for an offshore visa and are in Australia when a grant is imminent, Immi will advise them that they will need to make arrangements for leaving so the grant can occur and to notify them of their travel intention.
It would seem from that action that a CO will check with the Immi operationals side where records of entries/departures are but if a CO slipped up, there was a change of COs etc. and that did not occur, the unfortunate situation of a grant being rejected is I suppose possible because of an offshore applicant being in Australia though hopefully they may something of a last step check/blocker to prevent that.
Even though the Immi operations will have your entry logged, you should also advise of your intent to be in Australia via a Form 1022 and have an email address for contact.

But back to your question, yes you can travel on another visa whilst another one is being processed, however processing time for the visa could stretch beyond a tourist visa and do have a good read of latest processing priorities info via. What's New? Recent Changes in General Skilled Migration
If you have skills in demand, you may also want to consider seeing if you can get an employer sponsorship but if your tourist visa has a No Further Stay condition you would need to leave Oz to apply for that from outside.
