PROCESSING INFORMATION - Priority Group 2 or 3

Hi,
I have lodged GMS application for Skilled - Sponsored (VE 176) in September 2010 sponsored by my brother with Australia Citizenship and living in Victoria. . I got skill assessed by ACS in ICT Business Analysist - 261111.
When I inquired at [email protected], I got the auto-generated response as below. I am little confused which category I belong. Priority 2 State Migration Plan* or Priority Group 3. Appreciate your help!

PROCESSING INFORMATION

This is an automated e-mail response which provides updated information on processing of applications for General Skilled Migration (GSM). This
information is updated fortnightly.
Last updated 6 December 2010.

Please do not send enquiries or reply to this email address as this
mailbox is not monitored. Contact details for GSM are listed below.

Current Processing Dates

If your application date has recently come into our current processing
date range you should allow at least 6 weeks to enable a case officer to
complete the initial assessment. Please refrain from sending requests for
an update on the status of your application within this 6 week period.

Priority Processed Applications
Under the priority processing direction we are giving priority in
allocation to applications with a nominated occupation that appears in an
active State Migration Plan - Priority Group 2.

Priority Group 3 applications are allocated only where all Priority Group
2 have already been allocated. Priority Group 4 cases will be allocated
once all Priority Group 3 are allocated.

Applications lodged before the following dates are currently being
considered by a case officer:

The SMP Priority 2 are for state sponsored applications and not family sponsored.
You should have a look at the new SOL via http://www.immi.gov.au/skilled/gener...led-migration/ and if your occupation is on SOL #3 that'll mean you'll have Priority #3 and if not Priority #4 .
As the response indicates, higher priority applications will always be considered first and then others when the opportunity arises.

Thank you. Understood. Then I am in Priority #3.
I went thru' w3.liveinvictoria.vic.gov.au -> apply-for-visa-sponsorship page and found that my assessed skill is in their list for sponsorship. I am thinking of applying for it. Now I am wondering:
If Victoria state accepts my application as State sponsored, will immigration considers this as an addition to my family sponsored application?
or will I need to launch new application all over again?
