Dear Imran - Below is the text copied from the pricing table for general migration 189 visa.

For applicants who have turned 18 at the time of application and who are assessed as not having functional English the second instalment is $4885. For any other applicant, the second instalment is nil.

Hope this helps, either get a proof of English education for your wife or at least try IELTS. This will save you a lot of money.
Regards

Go to the work tab, general skilled migration. Footnote 12a

Hi,

I have a similar issue with the wife's English test so I will post it here. We will be applying for 186 direct entry nominated visa and we are also applying for a 457 since my employer wants me to start work as soon as possible. For 457 I am exempted from the English requirement. We will be applying from China and we both studied (and worked) in the UK for several years. The wife did a 1-year postgraduate Masters course in the UK but when I read the requirements for 186 it says that a minimum of 2-year study (in English) outside Australia is required (or a 1-year study in Australia). No idea why a year of study in Australia seems to be different in terms of English than a year of study in the UK. I obviously can not pay the massive $4885 fee and due to the massive demand IELTS tests in China are fully booked for the next months (what a monopoly eh?) plus we must travel for 3-4 hours to reach the nearest IELTS test centre. Do you think that my wife will be asked for the IELTS test? My thinking is: we apply for 186 without the wife's IELTS test and without agreeing to pay the $4885 fee. We will then wait until we are asked about it by the officer in charge. Is that a good idea? Do you think that if the test is necessary for this type of visa the officer in charge will ask about it will they reject the visa immediately?
Thank you.
