Red face Statutory Declaration Issue


I am very new to this site, I have a query related to ACS. My last employer was in Oman but currently I am working in India with some MNC. When contacted with my last employer, HR totally refused to provide such kind of skill certificate. But my Director is ready to provide me Statutory declaration to me. But Director stays at Oman.
After getting that Statutory document, can we notarized this document in India and submit to ACS for skill assessment? Will ACS accept this document because issuer of this document resides at Oman (moreover employer is Oman based company) not India although he is a Indian citizen and holding Indian passport. Kindly let me know. I am in a big trouble.
