Why so fast in Manila?

My wife in Bangkok applied for a 12 month tourist visa to aus.
After 3 weeks she was given a 3 month no further stay visa.
I work in a public position in aus where i meet a lot of people and see a lot of different documents.
Yesterday i saw a german man who is an australian citizen.
He went to Manila and met a filipina. He is mid 70's and i saw her and i guess about 25.
He was with her for 2 weeks. He then went to aus emabssey in Manila and applied for a 3 month tourist visa.
2 (TWO) hours later on the same day he had a 6 month visa with multiple entry.

WHY?

I have read in a few thai forums that the australian embassey in Bangkok does not like age difference in partners. So the visas are scarce.

Is that discrimination?

Bangkok is also the centre for some other countries too and it could be the numbers of applications Vs staff available, local processing approach or even that someone presented in person.
