URGENT egypt situation question

Hi everyone,

A friend with egyptian nationality was going to apply for a student visa last week. But due to ongoing protests the embassy in cairo has been closed untill further notice.

She needs to finish a few months to get her degree and would need to send in everything soon to make sure there aren't any problems. Last year she couldnt go to finish her classes and get her degree due to some issues with papers gone missing at the embassy in cairo and the application eventually passing her enrolment date.

Would it be acceptable to send in her application papers in dubai where she would be staying on a visit visa with relatives?

Latest news on the Pres indicating he'll not be contesting elections in December may cool things down a bit so could be it'll be an entirely different scene in a week.
She could ask in Dubai though they may still refer her to Cairo.
She needs to also review student visa eligibility requirements for visas are usually dependent on getting an offer of a course and not to just do a few months whatever that means.
If she feels she meets all eligibility requirements, has she considered an online application.
