Visa Subclass 190

Hi All
I am a Civil Engineer and I got my competency demonstration report (CDR) approved from Engineers Australia . I lodged an Expression of interest (EOI) few days ago for visa subclass 190 but unfortunately I discovered that my occupation is listed in three states only so I have no chance to be invited by the other states (as they are closed for the civil engineers) but I know that all lists will be updated by the start of July.
My question is : "If the lists of the other states are updated and reopened for my career I will be reassessed and I have the chance to be invited by any of the states" or "I should do suspend or even withdraw my application now and re-lodge by the start of July to have a chance"
