Spouse visa 820 to 801 overseas-Form 80 confused??

Hi Forum!
my husband (Italian)has the 820 spouse visa as we applied in australia in march 2009, i am australian citizen. We have been overseas for more than a year as we originally came here to visit his family and he was offered a job here. He has a work contract here, our next trip back to oz will be around october this year, though we plan to return here until the work contract finishes in 2013. if he is able to finish this contract he will get a qualification which will surely improve his job prospects in australia and our daughter will be nearly ready to start school in oz. We were really happy to hear that the immigration department changed thier policy and my husband would still be eligible for the 801 while we are still overseas. We have always kept up to daye with our address and what has been happening, we have just recieved the 2nd stage documents. We are a little confused at a couple of questions on form 80. My first question- The form says:
I am applying for a visa to travel to australia as a refugee, migrant, temporary resident , visitor, student OR
I am applying in australia for a further temporary stay, permanent residence, protection
As we are currently outside australia but applying for permanent residence, neither of the options really applies to us. im not sure if i should just tick the box that says permanent residence, even though we arent in australia we dont want to fill in the forms and then have a problem because we did it wrong?
My second question is in relation to thesame form 80, but at question 29 on the form 'Where are you currently located?' Outside australia, therefore it says go to the next question, ?Details of intended visit to australia' does that mean when we are planning our next trip in october or when we plan on being back for good when my husbands work contract finishes? Once we answer the question, it says to skip the next question 'Visa details (of initial arrival' but really he should answer that question as he has already been in australia for almost 3 years. am I reading too much into it and making it more confusing than it is? We really dont wanna stuff it up and have to start from scratch all ocer again! Anyone who might be able to share some experience would me muchly muchly appreciated! thanks in advance!

The Form 80 is used for information on people who could have various visa backgrounds and yes, it can seem a bit vague in parts but my thinking it through is that
1. Family visas do come under the Migrant category so that is where the tick goes.
2. Yep you're overseas and so you go to Q 3O, Q31 being for if you're in Australia hence provision for visa details someone is on.
So for Q30, I'd make answers
. October
. 5 years on PR for period of time
. Visiting family/Validating PR for purpose
. Indefinitely once citizenship attained - for other authorised periods.
