Spouse and tourist visa?

I have read different accounts of whether we can apply for 2 different visas.
My wife is in australia now on 3 month visa with no further stay.
She returns to Thailand in April.
What we want to do is this.
Apply for a spouse visa in Bangkok in May.
I want her back in Australia while wait for the outcome on that application.
I presume the next step would be to apply for a tourist visa in Bangkok so she come back to Australia.
Can we do this?
Or is there another visa to bring her to Australia while we wait for the spouse visa.

You can apply for another tourist visa but the outcome may be far from certain.

Spouse visa ia a 309.
I phoned immigration yesterday and i was told that yes we can lodge a spouse visa and a tourist visa at the same time on the same day if we choose.
Each visa would be processed by a different officer and neither one would have a bearing on the other.
She would have to be in Thailand to receive the spouse visa.
