As far as I know, yu can't get abridging visa b from a bridging visa c. Only people on a bridging visa a are eligible. Hopefully someone who knows more will see your post.

No, you can't get a BVB if you have a BVC. If you absolutely must travel, then I'd suggest you speak with a migration agent to see what options you may have.
