Certifying digital identity documents?

Hi, just wondering whether there is any way to certify a digital copy of a birth certificate?
My partner and I are applying for a 801-820 partner visa.
My partner's mum sent him a scanned version from Scotland.
Is this ok or does he need the original?
Or is only a certified copy of his passport sufficient proof of his identity??? Not sure if we need both, the checklist is confusing.
Please help

It's either a certified copy of the birth certificate with parents details or all that other stuff.
If his mum has an original, she could get some copies and get them certified and then scanning the certified copy may be acceptable but international post of either the copies or the original [ by certified mail for safety ] will not take much more than a week if that.
