Yes, sometimes you have to wait a bit and sometimes a while longer.
You will need to show some form of evidence of having met, and that may be difficult without photographs but if there is documentary evidence of her trip to Saudi Arabia for a reasonable length of time and other forms of documentation re being together that may suffice but Immi may smell a PMV of convenience developing.

An application for a PMV will be rejected if the sponsor is still married and you are unable to provide a notice of intent to marry, that being something your sponsor will have to arrange with a minister of religion or a celebrant here in Australia.

OK if you met in person you must have some type of proof - flight tickets, passport page with visa, receipts for dinner, shared accommodation expenses? tickets when you visited places (tourist attractions etc), gifts bought for each other, and you will need statements from other people who saw you two together (family, friends, workmates?) the more of these the better. Having no pictures though I must say is a little strange, not even a family member or friend took one of you two?

You have a while to wait until she is free to marry again but has she tried to get this done sooner, you can get divorces quicker under certain circumstances. Is there also the possibility of you two visiting each other again and this time getting some pics?

really dont have any pic.
but i can provide statments you mentioned above.
about her divorce,,,,i have two documents:
1- police order that he - previous husband - is not allowed to see her or talk to her.
2- NOIM signed and dated on 11/11/2011.
is that enough?

The NOIM is not an alternative and that is the form that a couple need to give to a minister or celebrant and in return a letter would be issued by the minister/celebrant but only if the applicants are free to marry, ie. not already being married even if awaiting a divorce.
If the awaiting divorce situation is not declared, then illegal activity is occurring.
Being a Syrian you may well find that an external security check will be required as is the case for people from what are termed high risk countries and thus it could be in excess of 12 months that the PMV processing time could be.
