More student visa issues

So I applied online for a student visa offshore (I was previously onshore) and the application was not a success as it said my course had started so I could not apply online?!? My course has started but I only got issued my CoE 2 days ago (i attended the first week of classes). Does this mean I might not get issued the visa even if I meet the criteria if I do a paper based application? Why would I not be able to apply online when I am a level one assessed country?

I'm not too sure of your movements if you have already attended a week of a course without a visa and then the CoE just issued and you're now overseas but it would seem that Immi are just following their regulations or thinking it may not be so practical for you to be starting a course late.
If you want to try using a paper application, just contact them and ask.

I still had time left on my previous student visa which expires mid month so I went off shore to apply for a new visa so I could complete the course that I have enrolled into. The course started this week so as soon as I received the CoE I went off shore to apply for the new visa. Oh dear, it's not looking hopeful Thanks for the info anyway
