IELTS requirements for Skilled Sponsored 176/886 visa program.

Good day,

I just gave my IELTS and scored as following.

Listening 8.0
Reading 7.5
Writing 6
Speaking 7

Over All 7

Do I still qualify for the Skilled Sponsored 176/886 visa program? Anyone who applied with similar scores and got an approval?

You need to look at the state or territory that you are intending to seek sponsorship with and you will find links to their sites under 176/886 eligibility.
Ielts scoring is usually rated by whatever your score in each band is and not being averaged.

Well,

as per DIAC's website, I can get 15 points for my IELTS score. But when i see the main page on NSW's website, it says the following:

"International English Language Test (IELTS) scores must meet the required minimum score (7.0 or 8.0, refer to table) for each of the four components of the test (speaking, reading, writing and listening). "

Yep, like I said you ought to look at the states requirements if you're seeking sponsorship for they will have their own standards to achieve sponsorship.
If you achieve sponsorship you can then look at applying for a sponsored visa.
States and Federal governments are two separate entities.
