Finalising stage on Partner Visa - what exactly does this mean pls?

Hi there

Now at the 5 months stage of waiting for news on the Partner Visa.
Received an email from the C/O basically saying that there was no further information needed and they would contact us either if they need further information or when our application has been finalised, which 'could' be mid March given the current average procesing times..
My question is What exactly does 'Finalising' mean?, is this good or bad?,
Does 'finalising' basically mean them shortly looking at our Application & then deciding as to Approval or Rejection / Yes or No OR etc or does it mean it's been approved or something else altogether?
The email was quite vague as to what 'finalising' actually means in real terms..
If anyone can shed any light on the above accurately we would be really grateful.

Immi never give out any explicit advice such as your visa will be approved in two weeks or anything like that for approvals are never guaranteed and only occur when that final stamp of approval and notification of approval is sent out and your details have been entered into the Immi computer.
There was a statement last year sometime that alluded to Immi being more informative with applicants on progress and emails that do get sent out will probably be of a standard format to minimise the additional workload for COs.
If you consider the Immi process as being something like
. Applications received and registered
. Allocation to a CO to fit into their queue, perhaps an assistant highlighting any further documents needed
. CO has initial look and gets request out for additional info and file goes back in queue
. When all documents are received, the email you have received goes out, your application still in queue.

So that is about right except that a decision will likely be made when the CO does final assessment and if nothing else is deemed necessary - they are humans after all and humans are fallible and could even be a change of COs mid processing stream for various reasons.

I'd expect if the system is running smoothly enough and no disruptions it could be that a decision may be forthcoming within the next month or so, it just dependent on applications load and staffing situation of COs and final authorising supervision.
