Is diploma necessary to apply for Australian immigration for a trade person ? what are a person chances if he has done just +2

A diploma is not necessary but recognised trade qualifications or extensive experience are and you'll find more details @ Trades Recognition Australia - Home

And then for independent skilled immigration, there is a points test you can look at under eligibility via or consider if employer sponsorship may be something to be investigated.
Look at the options via and also note via the What's New Link on top of the Skilled and other Professionals link that the points assessment system is being varied a bit from about mid year.
