Refugee and Asylum seeker issues are global and from whuch Australia is not isolated and in fact Australia has a long history with having a humanitarian stream of immigration, details you can find @ Refugee & Humanitarian - Visas & Immigration

You'll see there that there is both onshore and offshore mentioned and whilst Australia's policy is built on co-operation with the United Nations programs and selection through refugee centres, there are also people who have been able to get a visitor visa and fly into Australia to claim asylum.
They need to have a strong case as many people in recent years from other areas of conflict have been able to present for not all applications are approved.

One thing for sure is that Australia has limited capacity and hence the preference for working with the UN and seeing that the other area of onshore asylum seekers is developing from people smuggling activities which are fast getting out of control, I imagine there will be increasing scrutiny of people seeking to arrive by air with visas as asylum seekers arriving that way or via people smugglers actually take places that would otherwise be allocated to those from refugee camps and the UN connected system is being increasingly stressed.

Refugees globally number in their millions and very few of that number are annually resettled in various countries and so there is no quick answer to global conflict issues but at least if people can get to safety with the UNHCR and register, that at least means they can be registered as a refugee and be in the queue for resettlement somewhere if that is their ultimate desire.
