Offshore Partner Visa

Hello,

I am an Australian PR currently residing outside of Australia. My husband is not a PR and is looking at applying as my partner, and our plan is to move to Australia together once he gets his visa.

1) I have not lived in Australia since I made my initial entry, am I still eligible to be a sponsor?

2) According to the migration office, before a partner visa can be granted, I will need to provide concrete evidence that I am making plans to move to Australia (e.g: renting an apartment in Australia, resigning from my current job)
Is this true? What kind of other evidence can I provide?

It is written up that a PR needs to be residing in Australia and that is more than having plans of doing it.
One person posted a while back re having a partner application refused for the same circumstances and another not long back posted that she had been told she ought to move to Australia and be there for three months and then her partner should put an application in, kind of like get established and do not leave it too long to cover the aspect that Immi also expect people to be together when an application is submitted and it'd seem three months is an allowable separation in the PR being abroad situation such as yours.
Each case will be looked at on its merits though and the second person I referred to already had family established in Australia, they being citizens.
