So sad to hear that still we Indian men do have a narrow mentality to treat his wives as a slave. Firstly you did mistake to surrender and withdraw complain in Australia coz there are plenty of women protection organization and law which could help you to stay permenantly even you had tourist visa. Secondly you said he already applied for withdrawal means he would not like to sponsor you anymore. In this case if you apply for tourist visa you have a big chances to rejection.
I don't have a right to interfere in your personal life but if it is being more worst then you could complain against him in India that he used you with fake marriage and destroy your life. Trust me Indian police will definitely bring him here and sorted out issue. But during this all process you have to be strong otherwise it wouldnt be in your favor.

@every1 - hi guys, after almost 2 years of struggle, finally my husband received his 309 partner visa yesterday. Here are the details...
Lodgement - 01.09.2017
Requisition of my PCC - Jan 2018
Requisition of more relationship evidence - March 2018
Automail of further assessment - 01.09.2018
Requisition of his renewal of medical test and PCC - December 2018
Request to leave Australia under tourist visa by phone call - 17.01.2019
Visa grant - 11.02.2019

Applied alone and no agents

When exactly did your husband upload the second PCC in December 2018 ?

@UTCE - he uploaded it within two weeks time and it took about one month for them to process the visa from that point...

Hello All I have Applied 309 from delhi through agent from Sydney in Dec 2017 and got an email saying Application is in progress in dec 2018 its been 14 months since im waiting, also Medical and Pcc is going to expired next month which they asked for last year March. I have twins baby girls who are born in Aus and Aussie Citizens and living with me in India. They are unwell since Nov 2018 and sent all hospital reports but still immigration does not consider as a priority process.

Your spouse may be able to apply for the next stage Subclass 100 visa if you both have been married for over two years.

@UTSE - isn't it the same process? Coz my husband's visa 100 is already processing in the same immi account...
Yes we are married for over 2 years and now our only child is an Australian citizen...
Can you plz explain whether we need to apply separately this visa 100? Coz my husband has received his visa 309 for 20 years...And meanwhile ummid account shows that his visa 100 is processing..
Hmmmm...
