just my opinion :

Many people are waiting, and no grants have come across from New Delhi since early March 2020, people from March 2019 onwards are waiting.

If any grant has come, it must be exceptional circumstances, or a very long relationship/compassionate grounds.

It seems things have totally shut down in terms of 309 Visa Grants from India. which is sad and increasing anxiety of everyone who is at receiving end.
