Hi Guys,

I have applied partner visa in March 2015 offshore but didn't receive HAP ID.
Do i need to contact AHC in delhi to give me HAP ID?

yes definetly you should try to contact them for your HAP id as far as i know..and in case you apply for your visitor visa subclass 600,you gonna get HAP id for your medicals to be done bro...do you guys have a baby from your relation.? and after how much time you got refusal(sad) on your onshore application bro.? i spent 5-6 months on onshore partner but as soon as i applied my work rights, immigration refused my visa.Same thing happened with my other friends too.Their cases were not genuine like me so they opted MRT,i opted to go offshore and apply from india because we knew that we gonna get the visa at the end of the day anyways. But that process was actually so much time consuming as spent 7 months to collect my documents and my consultant was very lazy to lodge my file.they were asking me to bring documents one by one instead of telling me to bring em all togeather.
please make sure you stay tuned with immi and do all things in first priority to save your precious time.
All cases and COs are different though in giving decisions bro.
I wish you best of luck with your case and hope you reunite with your family asap.
c ya

If at the time you applied for your 309 you had been married for two years or more and you had a child together, you should be put straight onto the 100 when your visa is approved and not have to be on a 309 and wait 2 years for PR. It depends on how long you'd been married when you applied, though. If it hadn't been 2 years yet, you wouldn't qualify and you'd have to wait the full 2 years to apply for your PR 100.
