175 Visa - Associated fees

Hi I am planning to apply for 175 Visa from outside Australia,
This is what I got from the immigration website
Visa application charge
1st instalment - 2575 Australian Dollars (AUD2575)
2nd instalment - 3575 Australian Dollars (AUD3575)
The 1st instalment of the visa application charge must be paid at the time of application.
The 2nd instalment of the visa application charge for dependents aged 18 years or over with less than functional English must be paid before the visa is granted. New Zealand citizens are exempt from paying the 2nd instalment of the visa application charge

My question is If the dependant(wife in my case) has functional english knowledge, does the 2nd installment apply ?
Thanks...

What you have got from the Immigration web site would say your answer is No But with a big IF for only if you have proof of her functional english standard.

And the reference for that you will also find on the Immi site.

thankyou for your response. I am unable to find as to how to prove her functional knowledge, may be she has to take an IELTS ? but what band score in this exam would prove that her english knowledge is sufficient
